What is the Technical Committee?

Who are the Litigating States?

These are the states who decided in November of 2001 that they did not want to accept the settlement proposed by Microsoft. Instead, the Litigating States proceeded to a full evidentiary remedy hearing. The result of this hearing was the California Group Final Judgment [pdf]. These states are California, Connecticut, District of Columbia, Florida, Iowa, Kansas, Minnesota and Utah, Massachusetts and West Virginia.

Who are the Settling States?

These are the states who decided in November of 2001 (along with USDOJ) to settle their litigation by accepting the stipulated consent decree proposed by Microsoft. These states are Illinois, Kentucky, Louisiana, Maryland, Michigan, New York, North Carolina, Ohio, Wisconsin.

Who are the California Group?

The California Group refers to the Litigating States who have not appealed the California Group Final Judgment. This includes California, Connecticut, District of Columbia, Florida, Iowa, Kansas, Minnesota and Utah (but not Massachusetts or West Virginia). The use of this term merely refers to the fact that California has taken a lead role in litigation but does not mean that California is solely responsible for the result (i.e., the California Group Final Judgment).

Who are the New York Group?

The New York Group is synonymous with the Settling States and is a term that has been used since the Final Judgments have been effective. The use of this term merely refers to the fact that New York has taken a lead role in litigation but does not mean that New York is solely responsible for the result (i.e., the New York Group Final Judgment).

Why can't I submit a complaint here about another problem I have with Microsoft?

This website is intended only to address complaints related to enforcement of the California Group Final Judgment and New York Group Final Judgment. Any other complaints outside the scope of these documents cannot be addressed here. Instead, you should directly contact the state or government agency you believe has jurisdiction over your complaint. You may also contact more than one government agency.

How is this website funded?

The costs of the hardware and some staff time for the design, implementation and maintenance of this website are paid from funding provided by Microsoft for the purposes of enforcement of the California Group Final Judgment.
